The Holt County recorder handles all document filings that affect real property in the county. Deeds, deeds of trust, releases, mechanic's liens, tax liens, plats, and surveys all go through this office. Each document must meet the formatting requirements in Chapter 59 of the Missouri Revised Statutes. That means 8.5 by 11 inch paper, a 3-inch top margin on the first page, and at least 8-point type. The first page costs $24 to record. Each extra page adds $3. Non-standard documents get charged an additional $25 penalty fee.

Holt County Historical Property Records

Holt County Property Taxes
The Holt County Assessor handles property valuations. Real property in Missouri is assessed every odd-numbered year under RSMo Section 137.115. Residential property is assessed at 19% of market value, agricultural at 12%, and commercial at 32%.
Tax bills go out by November 1 and are due by December 31. The county collector handles payments. The Missouri Department of Revenue has details on property tax credits available to Missouri residents, including credits for senior citizens and disabled veterans. Holt County is largely agricultural, so many parcels fall under the lower 12% assessment rate for farm land.

Recording Documents in Holt County
Missouri law under RSMo Section 442.380 requires that all documents affecting real estate be recorded in the county where the property is located. For Holt County property, that means filing at the courthouse in Oregon. Recording gives the document legal priority over later filings and protects the buyer against third-party claims.
An unrecorded deed is valid between the parties who signed it. But RSMo Section 442.410 says it cannot be enforced against someone who bought the same property without knowing about the earlier sale. This is why title companies want deeds recorded right away. The Holt County office stamps each document with the date and time of filing.
